How does the new perk Fatal Affliction of soma work?

It says

+40% damage per Status affecting target

but tested with lv80 heavy gunner with only serration(165% damage) equipped, it deals 105 damage with no status, 113 with one, 121 with two and so on (critical headshot).

For the incarnon mode, the damage is 127, 140, 151.

Apparently the bonus of Fatal Affliction  does not stack multiplicatively after the base damage mod, and since Galvanized Aptitude ignores the innate damage of the perks, we may expect Fatal Affliction is the same case.

But [12*(1.65+0.4)+12*1.65]/(24*1.65)~112%, and 113/105~107.6%,  140/127~110%. Still it's lower than expected.

Much like any of these, now, the damage is just the same as if you were to add more base damage mods on. This is why players don't stack Serration with the Galvanised mods, when those work. It's more of an either/or in this case.

And, because the perk on the Incarnon is straight-up worse than the Galvanised mod version, it's genuinely better to pick another.

Incarnon perks are amazing if they add base damage, crit or crit damage, because these all work before your mods. But Incarnon perks that add Percent damage, are just like regular mods themselves.

What that means is that, with a Serration for 165% Damage, the Soma's perk for +40% when you have a Status will give you a total of 205% and 245%. Not a great increase in overall damage.

So. Fortress Salvo, for example, is the best pick in the slot for frames that can easily Shield Gate without the weapon, or don't rely on it because of mitigating abilities. This is because the base form gets an increase of 12 base damage, which all the mods then multiply, while the Incarnon Form gets an extra 96 damage because it applies this bonus per pellet. However if you want to try out Shield Gating with a gun, feel free to take the other perk. It'll give you less base damage to work from, but you're more likely to get those Bleed kills that way anyway.

You can take your pick from the next tier, because that's all utility, but the final tier has a choice. You can either choose Fresh Havoc for more base damage, because the buff granted by reloading from Empty is permanent for the mission (unless you die), giving you a further 12 extra base damage to work from in both modes (96 in the Incarnon). The Zeroed In perk gives you better Crit Damage, though, and considering there are several types of enemies in the game that actually have Damage Reduction that scales with your Base Damage before Crit... having the Crit multiplier is often a better choice.

Basically, in the slot, the Fatal Affliction perk is the worst choice.

For normal play, I personally go with Fortress Salvo, Rapid Reinforcement and Fresh Havoc, because I can unload two full magazines and swap to Incarnon mode with an overall base damage that's been increased from 12 per pellet, all the way up to 36 per pellet (or 288 damage per shot) before mods. After mods, you're looking at something fairly nasty ^^
