warframe weapon stats changes

Hello there I have been playing warframe since 2016 and I would like to about weapon stats maintaining in warframe I know that DE must have someone responsible for that already but I was wondering if there is someone tasked with just weapon numbers and power level as someone who been with the game for 8 years and tried almost every weapon I think me and a lot others would know a lot of obvious weapon stat changes that just some numbers would bring a lot of diversity to the current meta with either base states or incarnon weapons 

something like velox prime having abysmal stat bumps while okina prime being the best dual dagger stat wise is very weird to me

well we dont know if that is present here since its a pve game anda balance passes are so far between patches rivens are not balances weapons and their variants are not balanced etc

example pisma machete and machete wraith where the balance was closer for prisma gorgon and gorgon wraith even tho the balance on its incarnon is not good
