Frost was always more about slowing enemies than straight up defence anyway. 3 of his abilities slow/stop those within range, and the other one is momentary area denial. If it was, the correct answer was to buff enemy AI so as to respond appropriately to a globe - charging in so their bullets are effective for example. Not nerfing it into the ground in a way that doesn't even achieve the objective of the nerf to begin with.
