Haven't done the math, but Mesa's Peacemaker drains energy at a much higher base rate--FIVE TIMES Exalted Blade's drain--so it seems plausible, actually.

which is unnecessary and silly, but far from a lot.

Maxed effi (max. fleet and stream) + maxed blind = less enery consumption than mesa with maxed effi (1 from top on fleet and stream) without blind rage.

 

Just try it or read it at the wiki, if they updated/refined the exalted blade details.
