It fills up. How many kills does it take to fill all the way? Because so far, I've killed a great amount of Seekers and the damn thing remains gray. The type of seeker is appearantly important (regular, arid, ...). If you get blue sparks after killing them, they are the right enemy. You also need to have the urn in your gear.
