Just to be clear: It gives you the mod points available as if the item was the same level as your MR, but it doesn't make the item actually start at that level in terms of XP.
(Edit: And you don't gain any new mod points until the XP level of the item has passed your Mastery Rank.)

Just to be clear: This does not raise the maximum capacity of the weapon. If you have a rank 30 weapon and you're rank 10, the weapon still has 30 capacity, not 40.
If you have a rank 0 weapon and you're MR 10, the weapon has 10 capacity to start with, but the capacity isn't raised at all before the weapon reaches rank 11 or above.

Think about it this way: Old system: Weapon has capacity equal to it's rank (or double if you have a potato on it)
New system: Weapon has capacity equal to it's rank OR your Mastery Rank, which ever is higher (again, double if you have a potato on it).

If you are experiencing something different with your weapons, you should post more information on what you're seeing and what you think it should be.
