Is ir more challenging when it's up or down? Will the strategy be different if it is up or down? Hmm... Dunno. Don't think so... Will it steal 20 seconds every time it moves? Yes, absolutely! 20 seconds from the charm effect, 20 seconds from the convergence timer. :( Do we really need it in the mission? Could the mission continie while the elevation is being changed? On topic I don't think it's that bad. The Ceres defense map has a similar situation, with it moving back and forth on a rail. I honestly kinda like it.
