Guys is Ember's Accelerant applied to weapons and powers or is it actually something that coats enemies within range?

Question

Does it make sense?  Because the duration aspect confuses me a bit.

Is the accelerant:

1.  cast only on enemies in range? And thus only "cast upon" enemies are affected by the multiplier?  Or...

2.  An AoE duration cast?  Meaning that Any enemies cast upon AND any enemies entering the AREA for the duration are affected?  Or...

3.  Is the Accelerant a buff centered on Ember and her weapons that moves with her?

It gives enemies in a radius a debuff to receive more fire damage, and only when you first cast it.

 

Ember releases a wave of accelerant, briefly stunning all enemies within a radius of 8 / 12 / 15 / 20 meters. Against affected enemies, all inflicted Heat damage will be multiplied by 150% / 175% / 200% / 250%. For Ember, casting speed will be increased by 50%. The accelerant lasts for 30 seconds.

It's a debuff that increases all fire damage dealt to enemies. If you have the augment, it'll give you bonus heat damage depending on how strong your buff is to both weapons and abilities.
