Have it be opened world, and have all six syndicates fighting for control of it. What do you think? OH, oh yeah, assuming Eidolon is greeted with fantastic results, they said they were in the preliminaries of a Venusian Open-World Sector with giant Corpus bots. If that don't work out, I'd hope Digital would engage in some crowd placation in the form of popular complaint solving (Of what CAN be solved anyway).
