Might just be you're having a rough streak. And believe me, for all its loot-related flaws, there games that are much, MUCH worse than Warframe about it. Think about this in my situation: i have maxed nearly all my mods and got endo caving in from the walls, and i do not use rivens, i sell them. declaring endo and kuva, useless. I meant in the way that you're getting multiple rewards that are more rare than what you want. I don't care what you do with them, my point was the system is working as intended. In general, I really don’t like games where the core aspect is grinding/farming/gambling. This is especially true with the Plains of Eidolon, which is a grind fest.
