It would be more accurate to say "Fully explore all locations in the solar system". But I assume that the original thought was "unlocking all nodes", which aren't star systems by any stretch of the imagination. Furthermore, achievements for "XXXing all the XXX" wouldn't work quite well with a game where content is perpetually added. "unlock all the primes", yeah, why not, but primes got added every major updates, what do you do then?
