Perspicacity -> senselessly ruined?

In netracells you can completely forget about it. Absolute rubbish skill. although there is a 100% chance. At least according to the tooltip.
BUT! cipher works of course... can't be serious?...

So either this is a bug or a big epic fail?

Didn't try in Netracells, but probably a bug I'd say considering ciphers work. Hence it should be moved to the Bug section if you hope to have it fixed one day.

If you're talking about why Ciphers work in Netracell; Considering how Netracell works like Archon Hunt, being no self revive and all, yea seems like a bug.

Oh, imagine not having materials, not having Ciphers, forgeting to re-equip them in Gear menu (yes, items disappear after they run to 0) and probably other stuff. Perpicacity works - you just need energy.
