Sometimes I won't receive notifications from followed topics or personal messaging. It can get especially annoying during personal messaging. Not sure about personnel messages though, happened to me once but never did again, try checking if your inbox is full. It happened 2-3 times with Letter13 when he would personal message me. The mail icon would not turn red. Not sure if helpful but will report either way.
