Entirely seperate issue that would not really at all affect the pacing of such items to be made or added as that would be a way different area of expanding on the game. 

5th rank rewards would need some 3D modelling and maybe animating and then just enabling it together with a 5th rank.

Dedicated game servers...well...that's an entirely different bowl of soup. Not that I disagree on it, but you best take that to a new thread to get some attention for that issue ^^!

I mean, priority is a thing

There are still many problems in PvP mode

DE should get more people can/willing to play PvP by improving its quality (dedicated server is one of those) before releasing PvP-available-only items that could be used in PvE

BTW, I believe Teshin is not a normal syndicate at all, Teshin is sensei, he will only teaches you skills (in forms of mods) instead of providing you new weapons

As many people said, there should never be any gameplay relevant items tied to Pvp. A lot of people who play this co-op game never touch pvp and with good reason. In my opinion they should have never added pvp to begin with, but as long as nothing force you to even touch it it's fine.

Maybe just rework the mastery rank system -.-, no more locking stuff behind leveling weapons, problem solved, win win on both sides
