As stated by Geoff and Steve during the last devstream, Umbra will come with a consistent piece if lore, not just as a normal frame or prime access, though they had to chose between focusing on the Second Dream quest or the Umbra stuff. I just think they're stalling for time. Or it might means that while they have the actual lore for it, they still need to finish preparing and fine-tuning the missions and quests to introduces him. And maybe Umbra will be a big enough of a thing that it will require the entirety of the Second Dream stuff from U18 to just -prepare- the ground for it. I -could- be proven wrong. But in a MMO game like this there is such a thing as the pacing of plots/etc, especially since not everyone is a speed runner that will have the time and dedication to blitz through it in a single week.
