The first ability Ivara has now.  The second ability is kinda what wukong does.  Coincidence?

Neither of the ideas are all that unique so probably just a coincidence.

Destreza is actually Spanish for skill, which goes along with the theme of a Rapier, weapon of choice of high-skilled and experienced duelists.

The ability for Ivara is pure coincidence, while Wukong's Cloud Walker is actually taken from the Cloud he uses in Journey to the West. (And Dragon Ball). (Besides it doesn't blind anyone AFAIK, just stuns).

It's all a happy coincidence.

and also because the Rapier originated in Spain, but became popular throughout Europe during the 15th-16th Century. it wasn't uncommon for Rapier Duels to also include left-handed Parrying Daggers, so a Dual Destreza wouldn't be out of the question either.
