There's a widespread abuse of 'fair use' on youtube. For instance, if a movie critic uploads a re-view on youtube, it should be expected that the re-view would feature clips from the movie in question. More childish studios have used this as a means of removing all negative re-views, only allowing positive ones to remain. Basically, the video is informing us that the copyright office is looking for feedback on the DMCA. It's an opportunity for people that have been frustrated with the way it's been abused to make their voices heard. The feedback period was placed to coincide with April Fool's Day, and the non-profit organization that broke the news was sure to be constantly on the lookout for this.
