Max the following:
[Reflex Coil, Killing Blow, North Wind, Sundering Strike.]

Prioritize Reflex Coil and Killing blow, then grab a low level of ice damage for the slow effect, then focus on sundering strike! Reflex coil means throwing it faster, throwing it more often----More damage as a result. Throwing it counts as a charge attack, so killing blow will benefit it way more than pressure point. The weapon has no innate armor piercing, so sundering strike is a must. North wind is so that when you knock people down they stand up slower, giving you more time to shoot them in the face. Maxxing these mods should do without a catalyst. If you get a catalyst on it, consider adding more element types.

Use the weapon knock down disruptors to save your energy pool, pick off stragglers, and knock down heavy units such as Corpus Techs and Grineer Heavies. The Kestrel tends to knock down Grineer bosses, so keep that in mind too. You'll notice sometimes the knockdown won't work! This is because enemies have a cool down, they can only be knocked down a second time after so many seconds passes. I'm not sure on the exact time but it seems like 3-5 seconds.

The more elemental mods you can fit on it, the higher the total damage will be.

 

Prioritize fitting these mods, in order:

1. Killing Blow

2. Sundering Strike

3. Reflex Coil

4. North Wind

5/6. Shocking Touch

5/6. (Fire mod)

7. Reach (for Kestrel's downward AoE)

8. Whatever you want, if you have room.

I will max Killing blow first because a one hit kill means less repeated throws. 

Then reflex coil. 

Then Sundering Strike.

 

Ideally these 3 must be maxed first.

Then a base level Northwind for the slowing effect.

 

Rest is situational. 

 

Maxed Northwind is good against Corpus AND Grineer because Shocking Touch is deals too little damage and too point intensive to be of much use. And these are the only 2 factions that use shields so it is useful since Frost damage deals double damage against shields.

 

Molten impact is of course good against Infested.
