Are passive Focus abilities actually passive?

My main focus is Unairu, and it has an ability called, Mighty Blows.

Description,

Mighty Blows,

Passive,

Attacks with melee weapons reduce the armor of an enemy by 5% for 10 seconds.

 

This sounds like my melee attacks will always have it active.

Other passive abilities have things like, "when _____ is _____ you get ______ for the duration of the mission"

Unless it specifies otherwise, it's a constant passive, which afaik activate only after you use the focus ability.

It's constant. 

(I use Unairu myself so I can confirm this.)

If it wasn't permanent, it would state a duration that the buff lasts for, as it is it only states how long the debuff lasts for.

It always exists passively, then triggers when you melee, like Berserker does.

i think OP is asking whether or not its active right from the get-go without needing to activate focus.

If that's the case, then no, none of the passives are independent of the main ability.
