Of course it can mean many different things and doesn't have to do with time travel.

 

But Volt is to do with electricity. Maybe, Volt harnessed so much electricity and used a very fast version of speed that he time travelled? You know, he is to do with electricity and speed so he might have time travelled like the Flash. It's a fun thought.

It seems you don't know about the lore too much. I'll explain to you. See, Prime frames are the original models created by the Orokin in the past. After the fall of the empire, many of the Orokin tech were lost, including Orokin tech weapons and Warframes, the Prime items. The players scavenge for lost blueprints and parts and rebuild this Orokin tech, like the Prime Warframes.

That means all prime warframes in the actual era were rebuilt from lost Orokin blueprints we find with void relics.

"A glorious warrior from the past" means that Volt (Prime) was a warrior from the old war, if you use him, its because you rebuild him from his lost blueprints.
