Video is private so we can't see.

It says video not available, but possible causes of fast energy restore: Trinity's 2nd ability, mod Rage (damage to health = energy restore), consumable energy restores, Energy orbs or Health orbs with Equilibrium.

Here is a possible answer to OP's question.

It can be a combination of two things. or just one of them.

Energy Siphon: http://warframe.wikia.com/wiki/Energy_Siphon

And/or

Zenurik: http://warframe.wikia.com/wiki/Focus Energy Overflow: http://warframe.wikia.com/wiki/Focus/Zenurik

Too fast for Energy Siphon.  That looks like a maxed out Energy Overflow from Zenurik.  With max efficiency, Stomp takes 25 energy to cast, which can be recovered in just over 6 seconds with Energy Overflow (and even faster if Energy Siphon is stacked on top of that).

ETA: just watched the video again.  I counted 1-1000, 2-1000, etc after the stomps at the beginning and it took (with my uncalibrated count) around 6 seconds to restore the energy.

If you mean Rhino,

Few things I noticed in this video.

  1. Rhino Stomp consumed about 60%-70% of his max energy.
  2. It took roughly 5 seconds to fully regenerate back his energy after using Stomp.
  3. Rhino's energy regenerate at constant velocity, no sign of burst regenerate. At 0:59, it is due to big Energy Orb.
  4. Your energy is constantly regenerating at slower rate.
  5. Your (Vauban Prime) max energy are significant lower, Vauban Prime has 225 energy at max rank without mods affected.
  6. Enemies have higher level.

Base on these information, I can assume:

  • You're playing Sortie with Energy Reduction condition. Maybe you have Flow or Prime Flow installed on your Vauban?
  • 1 Energy Siphon is equipped. Although this is proved at 1:08 of the video.
  • Rhino doesn't have Arcane Energize, at least it doesn't triggered in this video. Also no sign of using Energy pad.
  • Rhino is using Max Efficiency build with no Flow/Prime Flow installed.
  • Rhino is using Zenuriks passive/ Energy overflow.

If these is true, at Max Efficiency, Rhino Stomp consume 25 energy. At max level Energy Overflow and Energy Siphon, rate of energy regeneration is 4.6/s, divide with 25, we get 25/4.6 = 5.43, which matches what we saw in the video. Also Energy Conduction divide warframes max energy by 4. Rhino's max energy without mods is 150, if we divide it by 4, we get 150/4 = 37.5, or 38. If we use cost of Rhino Stomp divide by Max energy, we get how much Rhino Stomp consumes from his max energy,
which is (25/38) x 100% = 65.789... %, again matches with what we saw. You noticed his energy regenerate rapidly from half to max is due to he has low maximum energy.

Conclusion/ Tl;dr : Max Energy Siphon + Max Zenuriks Energy Overflow
