Is there such thing as a mod that gives you energy on kills?

No, there currently is not, and you kind of already know why.

I doubt a mod like that will ever be created. That's why certain frames include getting energy rather than mods. Like Limbo for example. He gets 10 energy every time he kills in the rift + energy gain that surpasses Energy Siphon. Limbo is always stocked on energy. Just shows how op it would be on every frame if it was a mod.

The dark dagger and rakta dark dagger give you energy when they proc provided they are used as main (thanks to the gleaming  blight from red veil syndicate) 40 energy with each proc

I always use them with banshee.

 

there are some other syndicate weapons but i am not familiar with them

I think all Red Veil & Cephalon Suda weapons give energy.

All red veil,. yes, the Embolist and Mire,, with the respective mods on them

I only mentioned dark dagger (rakta) since it's the only one i use

As for other syndicates, some of them do but i am not familiar with them

Zenurik gives energy even if you don't kill except for banshee and ember when fourth activated

you can find Mods like that in Conclave, where numbers aren't allowed to have deltas of over 100x.

Not sure about that

 I always get 40 energy with banshee whatever i have energy on my bar. 500 or 100 it is always 40 for me

That's because it uses base energy max, not modded energy max. your base energy max can;t be changed outside of ranking up.

for banshee, yes, but different frames can have different base energy levels. I.E. Rhino, who has a much lower base than banshee.

The rage mod is good to keep the energy up... Only thing is, you have to take damage for it, I use it on my exalted blade excalibur build
