I don't know who Stalker is

I'll summarize him in short. He's an Assassin NPC who goes after you after you defeat a boss (if you have a message from him confirming this).

Summary:

The Stalker, to my knowledge, was a protector of the Orokin - a 'Low Guardian' - who saw what the Tenno did at the ceremony the Orokin hosted - Orokin now long dead.
The Stalker seeks revenge for our betrayal, a betrayal we have forgotten. 

He also drops his respective weapons. Completing The Second Dream will cause a change in the Stalker, but that's spoilers.

In addition, in any given mission, he will only have one target. He would go after that target until he kills him or he himself is defeated. If you receive the messages from the stalker, you are the target. 

One death mark per boss can be gained at one time. So killing different bosses will give you more marks (doesn't increase spawn chance). If you receive the messages from the stalker. You are the target.

Incorrect actually, if multiple people are marked in the party he can go after any of them even though he only calls out to one in particular. He can kill any number of them at that point.

He can kill them through AoE(like the absorb blast), but he will always go for his target. Others are just collateral.

Also incorrect, if the non-target marked players engage him, he can directly engage the non-target players. It can more commonly happen if the target is more than 50 meters away, though it is still rare over all. If he downs that player he will return to his target.

They are probably building him as the main antagonist of Warframe, there are surely Sentient leaders a lot more dangerous than him out there but he seems to be the villain. There is probably 1 huge Sentient leader who controls all of them and the Shadow Stalker serves him.
