It seems you were into something. Wiki states simply modding a true exalted weapon with Toxin is enough for the effect to take place:

That means Radiation + Toxin Hysteria would also benefit.

Curiously, Serene Storm is omitted. That is a very weird exception and could be a bug.

IMHO, all those mods are just trash with stupidly high drain, and are not worth the time.

Only Archon intensify looks kinda OK.

Yeah the moment I saw that I was thinking about frames that inflict elemental damage. I don't see this as a power creep for now. But letting us combine elements this way certainly open up more options. So I don't see it as a bad thing.
