They do it whenever that do a patch and sometimes even before. It's very quick. They won't wait until the next set of major changes, even small changes can include clan glyphs. Also, cert means nothing for a PC player. I have submitted both a clan and alliance glyph and it took maybe a week at the very most, and I think (it's been awhile) it was only a few days. I wonder which console is the most exacting, actually, for curiosity's sake. But I do believe it won't be the first quarter of next year.
