You don't find Orokin Cells...  They find you.  XD

 

j/k.  Have you tried survival missions on planets that have cells?  Like Saturn, etc.?

Sargas Ruk.. but he's not as easy to kill as he was before. Still drops them frequently.

 

EDIT: And try to open the containers on the way in and out. You might find some dropping there.. or from enemies :)

This. Its actually rarer for me to NOT find at least one. Just make sure you read up on the fight before you go in, or you gon get wrecked.

still Ruk - you just need to learn the 3 stage pattern.. this far it has been 100% orokin cell drop for me from him (8 runs in a row).

Cassini? 1 run 20 mins gave me around 4-6 Orokin Cells, I don't like Sargas Ruk anymore since it takes a longer time to earn 1 maybe 2 Cells

Saturn survival or Ruk. Both can drop Cells. Ruk is faster and more reliale to some extent but Lucky survival run can bring you more overall

Ruk but it's boring and it isn't a 100% chance drop.

 

ODA in my experience is much more reliable as you'll have 4 chances for cells and neurodes. The downside is the availability of keys.

I've had amazing luck with Orokin Derelict Defense and Assassinations, but they're a little trickier to access - ODD gets me between 2-6 cells for 15 waves and Assassination has a good chance for anywhere between 1-4 Cells, though Lephantis can also drop either Neurodes or Mutagen Samples so he's not as reliable.

 

Ruk's also pretty good though, despite his buffs - managed to get 3 cells in one run of him, with one off of him and two from the endless dudes he spawns during the fight.
