Sasquatchias
To me it feels like out of all of the Grineer (except for maybe the council/queens) Vor is the one who knows most about how Orokin tech works and stuff. My question is that do any of you think this too, or do you feel that another Grineer boss knows more?
Othergrunty
First, not even the Corpus who make liberal use of it, know how Orokin tech works. Second, the Grineer came to be when someone used faulty Orokin technology to create a clone army. Every Grineer knows about Orokin Tech, they are using it to be born. Also Ruk is the Grineers primary artifact hunter so he knows a lot about Orokin tech and Tyl Regor is working on countering clone degeneration, so it's likely he is using salvaged Orokin tech aswell. matto
Well, if by this you mean "which one is the closest to get something similar to a Warframe?" I would answer this : They all use mechanical elements to make effects similar as those a Warframe can produce. So they're not even close. Example : Kril's cryo reactor on his back. Ruk's flamethrower. Etc. If you're just talking about knowledge, obviously Vor. Edited December 13, 2013 by matto
HomeyCDawg
I strongly feel that this one arid seeker I killed in an exterminate about 2 weeks ago had more knowledge of orokin technology than any other grineer ever. Too bad he's dead now.
BETAOPTICS
Probably Vor since he is the only one know to utilize a lot of Orokin technology in his arsenal. The key laser, his laser ball things are Orokin Technology, he is basically augmented in their technology and his pistol is build with harvested Orokin technology and Grineer technology, the rest bosses have little to no anything relating to Orokin in their arsenal. Some of this is due to the old bosses being outdate and could be something that could change in the future regarding the topic. We can't tell what the future holds within. Umm... you know he was asking that which of the Grineer is the Orokin specialist, not which faction. The rest could be true though, we can at least assume so though at the moment, Vor is the best representation of the Orokin technology due to his rework. Ruk is in the list of next getting reworked so maybe it will change a lot about him and his tools.

Brasten
The thing is any kind of "special" power is Orokin Tech based. The teleporting melee Grineer are good examples as well as the Commanders. Vor uses the widest variety. Shield, Nervos Mines, Teleport, Key Laser. He's almost got a Warframes worth of tricks. This would be partly because of his obsession with finding and killing the Tenno. That is his mission. So not only does he use the tech but he also is mostly likely to have actually take the time to read any Orokin writings and material in order to track down Tenno. While Ruk is the Relic Hunter that doesn't mean he actually knows a great deal about the technology. Look at how he acted during the Gradivous Dilemma, it was less "Indiana Jones Treasure Hunter" and more ham-fisted confiscator. He waits for other people to dig it up and then walks in with his army to take it.
