(anyone who uses phoenix helm for more energy, shame on you) Helmets are freely interchangeable parts of the Warframe models, that's why they were the first cosmetic items to be released in the game. Designing a new helmet and slapping it on an existing Warframe is far more easier than creating a new model for a Warframe. The flaming mowhawk helmet of Ember Prime is not really making her special. Don't get me wrong, it's a destinct part of her overall appearance, but it's interchangable and if given the option by the developers it could be easily placed on the regular Embe. The mentioned fine details of the changed thigh "armored" and the other pieces of gold ornaments are what gives her a destinct difference to her regular version. Since those were changes that had to be done to the model itself. Mag Prime meanwhile has those two floating bits on shoulder and legs to truely seperated her from the base model. It's only with Loki Prime that the prime modifications really stick out since they are more noticable and not just a different helmet and permanent gold painting on the body. That's also a bit of a sad fact for Excalibur and Frost Prime, who only have the helmet and gold painting going on for them. Though while i could see Frost maybe getting an update in the future, i doubt they would go the extra mile and give Excalibur Prime some model enhancements. PS: I'm not trying to undersell the efforts of the designers here, it's just noticable that they only raised the bar on Prime warframes bit by bit and that it's visible on the older models, starting with something more easy like the helmets and going up to the bodies from there. With Ember and Mag they actualy did go with seniority when they picked them, but decided to use Mag first since they saw more ways to prime her up. I think that's most likely the reason anything is picked for prime, vandal, wraith or dex treatment. It's all based on what the artist at that moment think would look good, not what is popular with the players.
