I mean, it is all lying around on the floor, and the only guards are equipped with Bratons/Struns/Boltors/Burstons. Surely they could not stop us from doing just that (apart from a certain somebody)? It's kind of a comment about how gameplay mechanics of Warframe pretty much force us to act as mercenaries rather than noble fighters with a code.
