The design council is just a group of active and experienced Warframe players that help give input in certain parts of the game that DE chooses. The design council does not make all of the decisions. Reason being, you can have 9001 hours in the game and be a toxic little.....thing. they can monitor how you perform on the forums much more easily than in game. If they see you are helpful and provide something for the community, you'll be invited. If you are constantly begging to be invited or causing issues then don't waste time dreaming.
