Volt is now like a battery when he's touching the ground, it will be charged into certain amount of damage and then will be released by his next attack. But... If you cast ballistic battery, shoot a few enemies, then cast it again, that symbol will appear with the amount of damaged you stored, and is discharged on the next shot.
