Does Valence Fusion require max rank?

Basically what the title says.

I should only need a second kuva nukor to max out the bonus damage and want to use the variant with the name I like.

The rank does not matter at all. Just fuse them and make sure you pick the name and element you want correctly.

Valence Fusion has no level requirement. You can fuse two Rank 0 weapons together if you wanted to. _{Which I'm probably going to be doing with the Nukor since I am very anti-meta...}

Why are you going through the trouble of getting multiple Nukors if you're against "meta" weapons?

Been after other liches for the cold ephemera and 80% of them had Nukors.

I only got the first one to complete the collection, might level it if I feel like I want the mastery.
