Being a warlord for one of the clans within this alliance -(Albeit the secluded, hermit clan of the alliance) I can tell you I've never dealt with a single other clan or alliance for any reason whatsoever. I find it pointless to, anyhow. 0 tax means 0 income for them. If they even take it, they won't stay for long.The alliance and respective clans are well aware of this. To be honest, I would have set it to some slight tax, like 3% at the least. No higher than 10, really.However, the alliance leader is somewhat of a paragon, so that is out of my control.
