They didn't nerf it they buff it (at least that was their intention but they bugged the the model when you crouch it bends awkwardly) but overally when standing it looks way better and texture on mesa prime seems to be improved too especially on the chaps it looks more like a smooth leather and less like cheap rubber

No.

Launched version was a joke and they buffed it.

Then they nerfed it back to halfway which is the current version.

Advertising something, releasing something very different, changing it back to advertised version, then toning it down. This is just poor development and exists literally on every change that occurs.
