Like, transmuting 4 shotty rivens will always make a shotty riven. If this were true DE wouldn’t be so timid about fixing balance issues with rivens or removing them from the game entirely. Rivens have to be by far the biggest source of plat transfers between players in in-game trading. That plat comes from somewhere (Hint: it comes from people giving DE money to buy plat). I’ll also add that Rivens are probably one of the prime drivers for and facilitators of all of the CC fraud DE sees. But yet they remain in the game. I wonder why.
