I would honestly feel total badass with two of those pistols popping headshots while wallrunning. Lotus only calls them "hostages" and the Rescue Alert text alternates between calling them "civilians", and "Lotus operatives". Whoever they are they aren't Tenno. In fact, that pistol was originally in Dark Sector (correct me if I'm mistaken) and was also originally planned to be wielded by Tenno as a sidearm, but was then put as a weapon for hostages for whatever reason.
