Relatively new player, just got a 51%toxin kuva lich (kuva quartakk)

I just got a 51%toxin kuva quartakk and I'm wondering if I should kill him or capture him. Any recommendations?

Do you already have a Kuva Quartakk?  If not, I would definitely kill (Vanquish) him.  It's not a great weapon, but it can be useful, especially for a new-ish player.  Also, unless he's got an ephemera, I don't really see a market for selling him.

Rule of thumb for me is: If I don't have the weapon I kill the lich/sister

If I do have the weapon and it isn't 60% I kill the lich/sister

If I do have the weapon and it is maxed out I capture the lich/sister

how is it not a great weapon? it's absolutely great.

correct.. a great weapon .. put a riven on it and its really great..

It is a fine weapon but it isn't an AOE powerhouse so it falls into the 'meh' category that 99% of warframe weapons fall into.

In the context of OP's question, I wrote that it is "not great" to let OP know that there probably isn't much of a market for the weapon and stats alone.  That said, I still do not think it is a great weapon -- I sold mine after maxing it.  It is a decent weapon, but I do not find it useful or interesting enough to reserve a weapon slot for it.  But don't let my opinion stop you -- if you love the weapon, then by all means use it and main it.  The great thing about Warframe is that with enough TLC and careful modding, just about any half-decent weapon can become a powerhouse.
