I had an idea for a arm mounted crossbow like the Epitaph but it looks and works very differently.

Secondary weapon Saggicus crit bow.

Regular fire shoots arrows.

Charge shot shoots arrows with 2.0 punch through. Low fire rate

Secondary fire shoots a special arrow that stick into the target with an effect. 1 arrow per target. Only 3 arrows can be active at one time.

: On critical hit with Regular fire the secondary arrow attached to the enemy pulses while increasing and adding damage up to 3 times per critical hit and staggering the target per pulse. The damage can be released in a one shot  (Only to that target.) If the target dies On death the damage dealt is added to your next secondary shot consuming no ammo. If the target doesn't die the damage is reset.

Magazine capacity for primary fire is 300 semi auto.

Magazine capacity for secondary fire is 9. Doesn't reload with ammo pickups. Has a 60 sec cool down.

Would be neat to have a bow that can use peon fodder to damage a high priority target aka Acolytes or higher health enemies.

It isn't Overpowered with aoe or anything. Single target damage is the main goal.

(Animation of primary arrows have swirling energy trails.)

(Animation of secondary effect arrow, every critical charge shows a flowing energy link between target and the enemies hit by crits. A pulse is released on each charge.)

This idea needs some significant refinement.

First of all, the magazine size on a semi-auto bow weapon is ridiculous. 

Second, the special arrow thing is overly complicated for a really mundane effect. You can only affect 3 targets at once with an effect that is triggered by crits from the regular attack? No thank you.

And then there is the on death the secondary attack deals more damage thing which seems to contradict the purpose of the secondary attack. Why would you want the secondary to have beefed damage if it is supposed to cause some kind of lingering effect? If its damage is buffed then it will just kill fodder enemies outright. 

And finally, are there any weapons with separate magazine numbers? I can't think of any... the way the secondary fire loads/reloads is really not well thought out. It seems too harsh a negative considering what you've described as the interaction between primary and secondary fire modes.
