There were no agreements made (ala Excal Prime) preventing a re-release, and the plat sales just to get the one item would be too huge to simply pass up. If you weren't online at the time, then it should come as no surprise that there will be things that you miss. Not everyone gets a statue. The founder gear we can no longer obtain due to how DE said it was exclusive, never to be released or made available ever again. The Proto Excal had no such agreements. Proto Excal is currently in the exact same position that both the original Day of the Dead skin pack and Candy Cane reskin were in last year prior to their schedualed events, both being items that were re released.
