Yes, it was 60% in the old melee system. When DE changed it to the current one (with stances), they also reduced the numbers on mods, but melee in general got faster. It was not a simple mod nerf, so please restrain yourself from spreading false information. Now to the mod itself. I think it is not as usefull as many think it is. Shadow Dept mods make every melee weapon in the game Berserker valuable, even those with with less than 10% crit chance. And Berserker alone is enough attack speed. Obviously there is a trade-off. You will not get in one slot the full power of 2. However, primed mods in a forma'd slot undeniably allows you to push a stronger build with that extra slot. Most accomplished players won't use mid-tier Vigor to free up a slot by replacing both Redirection and Vitality simply because it is a weak combo mod and with skill you simply use another mod altogether in most builds. Primed Vigor gives you a sweet spot trade-off that works with forma. Primed fury will do the same, especially for status/non-crit melee builds and slow-heavy-high damage weapons that don't want to rely on crit activation for berzerker or want that extra slot for another mod type.
