Damage 2.5 was abandoned a long time ago.

Later Damage 3.0 was also abandoned.

It was likely abandoned because of the work involved. Majority of players on and off the forums praised an improved damage system but there are many parts to the Damage system beyond just status effects and modifiers. Scaling has to be reworked, Enemy damage types, Most weapons including damage type and status values, frame abilities, enemy weak points, how crit interacts. Enemy health types well as how those health / armor types interact and all associated mods.

This is the level of change that happened from Damage 1.0 to Damage 2.0.

In order to do it right they'd have to take the game apart and put it back together again.

Negative feedback came from DE singling out status effects such as Bleed and not the entire equation which smelt like incoming nerfs.

EDIT: Oh and some of their concepts for status effects like Impact were also very bad.

The impact concept would have been hilarious. Thank god they scrapped damage 3.0 cause it was overall terrible.

Super ragdolls. Funny, but not practical if you want to kill something.

Not just ragdoll. Also launch.

An old Tenno Space Program built Sonicor, but on any weapon... The devstream they demo'd it on the effect was a little buggy still and the ghoul they were also showing off went flying all the way back to Hek. Was hilarious to watch.... but wouldda been garbage to play lol

The main reason?

The Devs don't seem to play their own game and the community made them realize it by all the negative feedback.

The changes themselves would have been fine but the way they would have interacted with enemies and overall scaling against already poorly balanced enemies would caused a riot, so before they do the damage changes they will have to rebalance the enemies which is basically the whole game.

It may come, but not until the core game play is updated.

I am looking at you melee 3.0!
