Partially true but I just skipped that part when he said he is a male and tried to avoid beign rude so put the he/she tag which commonly used when you not assume the others gender. Also that image is nice but not played any part at all for me. I am not looking at image and I do not make ideas behind it if someone is male/female it is their private thing. If you wish you can tell to the others your gender but on internet 99% is male " which is absolutely false  but everone use it" because that gives a safe option to start a conversation.

DE just have some weird design ideas and fetishes. In the point of view why they choose the less prettier faces could be these two.

1. They know how to make good and pretty faces but they are has different vision to do and they decided they skip the mainstream.

2. They have not enough skill or they are just lazy in this part. ( the first part of this is probably false because they can hire specialists ).

Whatever is the reason they are the ones who decide how to deal with it. Maybe if they given more feedbacks on this part in the future they add more variation.

Rendering human faces in a game takes alot of man power and while most games can do this, DE will need to work a hell-alot to make each face for each human being in the game, look different. This is why I assume they went with the quick way. Have them wear masks and are either cybernetic or not human at all.

I rather have a face masked up, then trying to pick from NPC to NPC who I like the "Look" of better. as you can also use your mind to perfect what they look like under the mask, Mass Effect does this alot with Tail and her race, all of them look amazing and the suit they wear "shows" how cute or nice looking they can be, just with the body itself. But I kown alot of people dig the "Unknown" and love that alot, letting them think how pretty Tail is under the mask, by her voice and personalty alone.

So, I guess this is why DE went this way.

I assume with railjack we can name and color our NPCs to our desire to give them personalty, but the face is up to you imagine

Probably or their game engine is not capable to do it. Human faces indeed needs more work than the rest of the body because the body parts are static the head has facial animations and that could take more time. Some developer choose the static faces or the minimal mimics because of the amount of work. Basically that is why warframes has no faces because there is no need then to make facial animations and mimics.

I do not have problem with it and it is their choice to use or not my wish they just could add more kind of faces. Hopefully in railjack that could be possible to add our crew and randomize it but as someone said they could just implement the already finished operator face creator as an base to make npc faces. This could reduce the time to make each characters but then they need to apply the facial bones on each one. Doable if we consider less npc can be created.

We will see if they can improve it in the later updates but I guess they will.
