It could mean that if you know the nick of the player and you could become the harasser by being notified and then going to the dude and bragging about it, which in turn, CAN be reported as harassment. So they leave you on the "did they do it?" position. Will you do it? Maybe not. But there are many petty people out there that take every opportunity to feel better about themselves. It's really cute to see so many new gaming minds encounter the real world of PuGs for the first time, even if they have to learn by touching the stove for themselves rather than listen to those of us that already figured out how it works.
