Too much mod drain value. 

 

Stack on pure damage (and then maybe Primed Serration), maxed Multishot (and then maybe Primed Split Chamber), then elemental combination that is good against the faction, and that would be one pretty powerful sniper.

for mods, probably one of only that i would care is Primed Streamline, and i should probably stock up some armor pieces if i can.
