Now if they're a "founder" and a DE member then I guess they could?! However if they claim they're with DE and they're not then that's falsifying and I would assume THAT would result in a ban on their part (impersonation)?! What he's saying is that DE might respond to his harassment report and that they might permaban you as a result. Next question: What were you doing to make him say that? The founder themselves however has no power any other player doesn't but it doesn't really look like they were thretening you with a ban rather than a report and informing you what happens if such a report were to be investigated and you were found in the wrong, either way for harassment I don't think you'd be perma banned for something like that but they might do something to you.
