Problem is that weapon recoil is a balancing variable, you can't just turn it off as a menu option, it needs to be replaced with something that achieves a similar result.

Multishot and/or fire rate does wonders for probability, plus 1 in 3 chances isn't actually that low in the grand scheme of things.
