Highest non sp bounty also spawns Bulls (which do not count for NW), if you want to guaranteed a Doma, Narmer is better (10 lvls higher). It may not be a bug and was intentionally coded like Gun CO (Galvanized aptitude), which notably also relies on Enemy afflictions and also doesnt affect Radial Damage.

In cases like this use Windows Game Bar (windows+G), it allows you to record something that had already happened (last 30 seconds i think). WIndows+alt+G actually does that directly.
