It's unusual that you have that many Despairs and no Hates, but I'm afraid it's entirely possible without any bugs in the droprates. FWIW I've got 50% more Hates than Despairs. I pretty much gave up on it but when the Stalker spawned, I actually got it and couldn't believe it.
