You don't want people to die of boredom and frustration each time they have to max the new weapon worth 999 Nitain Extract and 2 copies of a weapon you already have. Sometimes you get them as login rewards and I usually forget about it... then it takes me about an hour to realize the reason why I'm ranking up so fast... The reason people did higher level missions to level in the past is because more heavy units and Eximus spawn, which gave more exp due to their enemy type.
