Wisp's 4 feels kinda off theme to me; Why sun-powered space-lasers for ghost in the frame?
I was lurking on the wiki, and found a link to a video from when DE did their secret discord with hints of Fortuna. This tweet was apparently a correct answer:

Wisp doesn't control the sun, she just happens to be able to pull an Uno Reverse Card on the end of Portal 2

Nothing to do with Wisp at all.  

This was the ARG for Fortuna. Get the questions right, and you got invited to the Fortuna discord that teased it. That lead to some puzzles and promo material.

Well first Wisp isn’t a ghost frame. She was called a “Portal Frame” when they first revealed her abilities, but that’s not a very accurate description. Her giant sun beam is the only ability that actually involves a portal.

Yeah, I didn't mean directly. Thought maybe there was a larger universe or lore related answer.

The sun thing follows her portal/wisp theme.

Both her 3 and 4 are now "portal" skills, her 4 opens a portal to the sun and her 3 opens a dimensional breach. Her 2 also follows the portal theme cos she can teleport by using her mirror image as a portal. And the way she uses the Sol Gate you can draw connections to lanterns, items used by wisps in northern european folklore. No their lanterns did not harness the power of the sun, but it did lead others to their death if the wisp so wanted. Wisp itself also means torch.

1 also counts as portal skill as she opens up portal on top of herself in air and summons reservoirs from her pocket dimension.

IIRC, her profile video also shows her bringing her 1 out through a portal too.
